What decides learning outcomes

Most of it happens outside the classroom, and most of it is unmeasured.

These numbers are real and necessary. But they describe the outcome, not the system that produced it.

  • Is she rested and regulated? Not measured
  • Does home back up school, or undercut it? Not measured
  • Is she safe, online and off? Not measured
  • Will her teacher still be teaching next year? Not measured
  • Can she afford to continue at all? Not measured

Gathering this evidence is slow, unglamorous, and longitudinal.
So it rarely gets done.

Why the gap persists

It means returning to the same families, teachers and students over years, and it does not pay quickly.

Research projects end when funding ends. Surveys are a snapshot. Very little in this market is longitudinal.

What it costs

Programmes get designed against assumptions. Interventions are evaluated on outputs because the inputs were never observed.

Money moves without a clear picture of what actually moves outcomes here, as opposed to what moved them somewhere else.

What we are doing about it
